Kelly Robbins is a career law enforcement professional with over 18 years of progressive experience in the Philadelphia Police Department, currently serving as Captain and Commanding Officer of the 1st District. She is deeply committed to the profession of policing and to elevating police work through evidence-based practices, thoughtful leadership, and meaningful engagement with both officers and the communities they serve. Throughout her career, Captain Robbins has focused on motivating officers, building pride in the profession, and fostering a culture marked by inclusion, accountability, and joy in public service.
Captain Robbins is known for her people-centered leadership style, emphasizing officer development, morale, and wellness while maintaining high operational standards. She relentlessly seeks creative ways to build trust and connection with diverse communities through both traditional engagement efforts and innovative approaches. Her leadership philosophy centers on visibility, transparency, and the belief that effective policing depends on strong internal and external relationships.
Her operational experience spans patrol, intelligence, analysis, strategy, and command. She has held key leadership roles in the PPD, including her current role as Captain of the 1st District, Executive Officer in the Chief Strategy Office, Commanding Officer of the Records and Identification Unit, and Executive Officer of Regional Operations Command South. Earlier in her career, she served as a patrol officer, field training officer, tactical team member, and district crime analyst. She has also served as Planning Chief for major national and international events, including the Papal Visit, Democratic National Convention, NFL Draft, and is currently the Planning Chief for the 2027 IACP Conference in Philadelphia, and the 2026 FIFA site security subcommittee.
Captain Robbins is a nationally recognized practitioner-scholar and advocate for evidence-based policing. A LEADS Scholar with the National Institute of Justice, her research and peer-reviewed publications focus on procedural justice, police legitimacy, emerging technology, and community trust, bridging research and practice to improve policing outcomes.
She is a graduate of the FBI National Academy (Session 293), the School of Police Staff and Command at Northwestern University, and holds an M.S. in Criminology from the University of Pennsylvania. She has served as an adjunct professor and lectures nationally on leadership, accountability, and contemporary policing challenges.
Captain Robbins has led and supported numerous progressive initiatives, including the Philadelphia Juvenile Assessment Center, youth arrest reform, Drones as First Responders (DFR) program, and innovative crime-reduction strategies. Her leadership and service have been recognized through multiple commendations and awards, and have also been measured through bi-annual 360 evaluations by her officers, rising proactivity numbers by officers, and a decline in targeted crime categories during her tenure in the 1st District.
